This is a small electrical device that can be seen inside on of the Dial Home Devices's (DHD) in the Season 9 episode 'Prototype'. It's a little plastic device with flashing LED lights (you can see 5 LEDs on in the first picture and 3 of them on in the second, they randomly flash behind the little cut-out patterns).
